ANTI-RAGGING REGULATIONS & RULES
The term “Ragging” includes the following: Any conduct whether by words spoken or written or by an act which has the effect of harassing, teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student.
This institute follows the Medical Council of India statutes on anti-ragging. For further details read the Medical Council of India (Prevention and Prohibition of Ragging in Medical Colleges/Institutions) Regulations, 2009 amended upto 2016.
TVMC has the responsibility of ensuring that its graduates meet certain standards of professional conduct and responsibility. These standards include dedication to duty, belief in dignity, reliability, honesty and integrity, discipline in the campus, responsibility in professional relationships, responsibility in relationships with patients and families, and responsibility related to campus. The granting of the M.B.B.S. degree requires both satisfactory completion of course and demonstration of responsible conduct. Students will be evaluated on the basis of these standards. TVMC subscribes to the TVMC Campus Regulations for Students 2006adopted by action of the FAÇADE (College Council) in 2006. A failure to accept this responsibility violates a basic tenet of the rules and regulations and face disciplinary action as deemed

PREAMBLE: Tirunelveli Medical College envisions Quality Medical Education and Medical Care and strongly believe that the mission is achieved only the stakeholders of the campus the graduate students and residents , Medical Faculty and staff and the administration, are in consonance to abide by the rules and regulations of the institute.
1. GENERAL REGULATIONS:
1.1. On admission to any course of study, every student submits himself/herself to disciplinary jurisdiction of the administration of Tirunelveli Medical College Institute, the Dean of the Institute, Medical Superintendent of the Affiliate Hospitals, and Members of the FAÇADE (College Council) of this institute; who are vested with the authority to exercise discipline under the existing Rules and Regulations of the institute.
1.2. The students are advised to keep themselves aware of the Institute rules and regulations. They are also advised to go through detailed Hostel rules and Prevention of Ragging rules given separately in the separate areas.
1.3. Ignorance of rules shall not be an excuse for violation.
1.4. Each student shall conduct herself/himself, both within and outside the campus of the college in a manner befitting the college and its alumni.
1.5. Each student shall behave with dignity, respect and courtesy to the patient, campus fellows, faculty, staff, family, community and administrators of the college.
2. STUDENT RESPONSIBILITY
2.1. Dress Code:
2.1.1. Graduates, Residents and other students are required to be formally dressed.
2.1.2. The men in the campus are advised to prefer light colored shirts and dark colored pants. Wearing T shirts, sleeveless jackets, jeans, denims, cargos, or three fourths are banned within the faculty and patient areas of the college.
2.1.3. The ladies are advised to prefer traditional dress attires especially sarees, churidhars and salwar kameez. Wearing T shirts, sleeveless jackets, jeans, denims, cargos, or three fourths are banned within the faculty and patient areas of the college.
2.1.4. All students shall be in the Coats prescribed with the emblem of the college on the lapel with a certified identity card worn by a neck band.
2.1.5. Both men and women are expected to wear shoes to all areas of the campus and hospitals (shoes are prescribed as a protective cover for your foot rather than a fashion statement).
Students are STRICTLY expected to attend all lectures, labs, wards and other academic sessions.
2.2.1. Students are not allowed to enter or leave the lecture suites, wards or laboratories late, without the explained permission of the Mentor / Professor of the sessions.
2.2.2. Absence or such early departures or entries will be considered will-full absence and hence recorded as violation of discipline. In situations of absenting from study, the student then shall be expected to explain his/her misdemeanor and request a condone.
2.2.3. A second such happening is viewed with concern and the student is expected to meet the mentor / professor for counseling, during which both parents shall be present. The student and parent shall undertake corrections and care. 2.2.4. A third or further happening of absence is considered unbecoming of the medical profession and hence the student shall face a short term expulsion from academic attendance.
2.2.5. It is advised that the students shall attend all campus activities organized on various occasions like Independence Day, Republic Day, Foundation Day, and other campus functions and clubs.
2.2.6. Students claiming benefits/ concessions on medical grounds are required to submit medical certificate from the TVMC hospital medical board. The certificate should be submitted by student concerned within a week of rejoining the college after illness. However in such cases there will not be any relaxation in the minimum attendance requirement as per the affiliating university regulations
2.3. Accessories & Aids:
2.3.1. Use of cell phones is BANNED in all academic areas of the campus.
2.3.2. Use of laptops, tablets used with need is considered a welcome material in the campus. But the use of these instruments within the lecture hall, labs, wards and seminar halls would entail previous permission of the faculty.
2.3.3. Use of cameras, when used for professional documentation, is welcome. But its use entails following norms of patient rights, informed consent and previous permission of the faculty.
2.3.4. The mobile hand set used within the academic areas of the campus stands confiscated. The instruments mentioned in clauses 2.3.2 and 2.3.3. if used to the detriment of oneself or to the detriment of the academic environment of the college, shall stand confiscated.
2.3.5. These instruments would be returned only to the parent / guardian / hostel chief warden, with the student then shall be expected to explain his/her misdemeanor and request a condone.
2.2.3. A second such happening is viewed with concern and the student is expected to meet the mentor / professor for counseling, during which both parents shall be present. The student and parent shall undertake corrections and care.
2.2.4. A third or further happening of absence is considered unbecoming of the medical profession and hence the student shall face a short term expulsion from academic attendance.
2.4.1. The students at the TVMC requires to be attentive, diligent, industrious, punctual and perseverant. A student neglecting his / her studies and having unsatisfactory progress is viewed with concern.
2.4.2. Behavioral aberration like
- Lack of courtesy and decorum;
- Unbecoming conduct within and outside the Institute;
- Willful damage to institute property or removal of property
- Violation of the statutes of the college
- Violation of the dignity and honour of any other person
- Any practice, whether verbal or otherwise, derogatory to women.
- Any attempt of bribery or corruption in any manner.
- Creating ill will or intolerance on religious or communal grounds.
- Use of abusive and offensive language
- Disturbing fellow students in their studies
- Adoption of unfair practices in tests, assignments, or examinations
- Noisy and unruly behavior, loud talking, unsolicited loitering or unpermitted congregation, causing distraction and annoyance.
- Indulgence in alcohol, drugs, and other substances
- Defacing walls
- Political activity
- Violation of the provisions of the Civil Rights Protection Act 1976
- Any other activity deemed violating the regulations and repute of the college
- are considered as self inflicted damage to the students persona and his/her future and an act of damage to the repute of the college.
2.4.3. Any student found violating the regulations and indulging in bringing disrepute to the college will be expelled from the institute immediately without further notice, pending an administrative enquiry. The students will have to compensate for the damage caused to the property or repute of the institute
3.1. All powers relating to discipline and disciplinary action are vested in the Dean.
3.2. The Dean may delegate all or such powers as he deems proper to any of the official of the college. Every member of the staff has authority to forbid disorderly behavior with in the campus.
3.3. Without prejudice to the generality of power to enforce discipline under the regulations, the following shall amount to acts of gross indiscipline: any violation of the provisions of the Civil Rights Protection Act 1976, violation of the status, dignity and honour of any student, any practice, whether verbal or otherwise, derogatory to women, any attempt of bribery or corruption in any manner, or willful destruction of the college property, creating ill will or intolerance on religious or communal grounds.
3.4. Without prejudice to the generality of his powers relating to the maintenance of discipline and taking such action in the interest as may deem to him appropriate, the Dean may, in the exercise of his powers aforesaid, order or direct.
3.4.1. That any student or students be expelled, or
3.4.2. Any student or students be, for a stated period, rusticated, or
3.4.3. Not allowed to attend a course or courses of study in a department of the institute for a stated period.
3.4.4. Be fined
3.4.5. Be debarred from giving a departmental examination or University Examinations.
3.4.6. Recommend to the affiliate university that the result of the student or students concerned, in the examination or examinations
in which he/she appeared be withhold or cancelled.
3.4.7. That the student be suspended from the institute till completion of administrative / police / judicial enquiry.
3.4.8. The college authorities shall have authority to exercise all such disciplinary powers over students as they may find necessary for proper conduct of the Institute.
3.5. Without prejudice to the powers of the Dean,
3.5.1. Detailed rules of discipline and proper conduct in class rooms/laboratories/institute campus may be supplemented where necessary by Heads of the Departments. Each student shall be expected to study and follow these rules.
3.5.2. At the time of admission, every student shall be required to sign a declaration that on admission he/she submits himself/herself to the disciplinary jurisdiction of the Dean, and other authorities of the institute who may be vested with the authority to exercise discipline under the rules and regulations that have been framed by the College.
3.5.3.A defaulting student who is aggrieved with the punishment awarded may prefer an appeal to the Director of Medical Education, E.V.R.Periyar High Road, Kilapuk, Chennai-10 stating the reasons as to why the punishment should not be awarded. The Office shall prescribe the procedure to process such appeals.
1. Commencement of Classes:
The classes for Fresher Graduates commence from 1st August and the University examination are scheduled from Ist February (Summer) and from 1st August (Post Summer). Hence, the attendance is calculated for the Graduate students from 1st August to 31st July including examination periods.
2. Working Days for Graduate Students
Total No. of days in a year: 365
Minus-Week Ends: 52
Minus-Government Holidays: 22
Minus-Campus Activities: 21
Total Working days Including Examination Days 270
3) Regulation for Second Saturdays (12 every year):
The Clinical Clerkship Postings and the related teaching in the clinical areas for the Graduate student will be undertaken. However, the lecture halls will be closed as no lecture are scheduled for the afternoon sessions.
4) Attendance Schedules:
A. The graduate is expected to work for 243 days a year (90%) of the 270 scheduled working days on the campus. This is mandatory regulation for graduate students to give his University Examinations
B. The graduate students can avail 27 days of leave in any academic year. The leave includes leave of small causes or for medical reasons, all included in the 27 days allowed.
5) Rules & Regulations:
A. If the candidate lacks requisite attendance in any one of the subject(s), he/she will be disallowed to appear in the examinations for those subject(s).
B. We do not encourage condoning leave of any form even if the graduate is absent from the course for any reason including pregnancy, child birth, illness. We advice the student to complete the lost hours of teaching and training to get the requisite knowledge. We strongly believe that lack of attendance leads to incomplete training mandated by the Medical Council of India and in turn could be against long term interests of the community as incomplete training could put patient life at risk.
C. The graduate does not carry over the un-availed leave of one academic year to the subsequent academic years.
D. Students who have not cleared the university examinations who have to break the course of study, are expected to attain the requisite periods of attendance as implied in clauses 4A & 4B for the extended period of study allocated. This is mandatory for the graduate student to be permitted to take the repeat examination in the subject (s).
E. The Heads of the Departments of our institute furnish and consolidate the attendance every quarter
F. There are no study holidays permissible G. For calculating working days, the period of examination is considered as working days.

The course for Fresher Post Graduates Residents commence from 1st May and the University examination are scheduled from Ist May (Summer) and from 1st August (Post Summer). Hence, the attendance is calculated for the residents from 1st May to 30th April including examination periods.
2. Working Days for Residents
Total No. of days in a year: 365 Minus-Week Ends: 52 Minus-Government Holidays: 22 Total Working days Including Examination Days 291 3) Regulation for Second Saturdays:
The residents will work on all second saturdays.
4) Attendance Schedules:
A. The resident is expected to work for 261 days a year (90%) of the 291 scheduled working days on the campus. This is mandatory regulation for resident to give his University Examinations
B. The residents can avail 29 days of leave in any academic year. The leave includes leave of small causes or for medical reasons, all included in the 29 days allowed.
5) Rules & Regulations:
A. If the resident lacks requisite attendance in any one of the subject(s), he/she will be disallowed to appear in the examinations for those subject(s).

D. Residents on external training in other Departments or Institutions shall submit an attendance certificate from that department / Institution to his department
E. The postgraduate residents / students (Non-clinical courses) shall have the requisite attendance of 90% for every academic year. The lack of attendance in any of the academic year will have to be compensated by attending department to complete the short fall in training before he/she will be permitted to appear for the boards
F. The clinical residents who do not have requisite attendance at the end of the first course year shall not be allowed to give the 1st year examination. This entails that the subsequent session of the course ie the 2nd year of the residency program will be calculated only from the date of appearance in the 1st year exams.
G. The Heads of the Departments of our institute furnish and consolidate the attendance every quarter
H. There are no study holidays permissible
1. Commencement: The internal assessments start immediately after the launch of the teaching. The departments conduct tests as formative assessments or unit tests at the end of each section of teaching or summative assessments at the end of a group of sections. These are decisions of the individual department based on their lesson plan and the density of the sections.
2. Types of Assessment
Written Assessment: These series of assessment tests are conducted in a set pattern that stems from the university examination system. The questions are generated by the department internally under confidentiality and the student answer sheets are checked by a team of the departments faculty. The test results are declared on the department notice boards. The answer sheets are made available for the student to verify the assessment and discuss the assessment with his/her mentor or Professor of the department.
Lab Assessment: These series of assessment tests are conducted in a set pattern that stems from the university practical examination system. The students performs tests and answer questions asked by a departmental panel of examiners who are generated by the department internally. The test results are declared on the department notice boards. The student can discuss the assessment with his/her mentor or Professor of the department.
Clinical Assessment: These series of assessment tests are conducted in a set pattern that stems from the university clinical examination system. The student examines patients as deemed ie: Long and Short Cases, present his/her findings as a case sheets and answer questions of the panel of examiners generated by the department internally. The test results are declared on the department notice boards. The answer sheets are made available for the student to verify the assessment and discuss the assessment with his/her mentor or Professor of the department.
3. Generation of Internal Assessment Marks:
The Internal Assessment Marks are generated by a formula prescribed by the affiliating university.
IA for Written Assessments: The best three exams given by the student are identified of a minimum of four tests conducted as a part of the formative or summative assessment processes. The average of the marks awarded is derived from the best three. The marks as percentage is then commuted to 50marks.
IA for Practical/Clinical Assessments: The best two exams given by the student are identified of a minimum of three tests conducted as a part of the formative or summative assessment processes. The average of the marks awarded is derived from the best two. The marks as percentage is then commuted to 50marks. The Total IA is calculated to 100
4. Submission of Internal Assessments
The Internal assessment is submitted to the university online at the end of the term of study. The internal assessment marks are assigned to the student and only those students who have cleared the 50% mark in the IA are allowed to give the board exams for that particular subject. The students are hence advised to be keen and observant of the course from the word go as it reflects on their performances in these IA tests. The departments at TVMC do not entertain discussions or requests for condone of the IA performances.
The University examinations are conducted at the end of every professional year as per the Tamil Nadu Dr MGR Medical University norms and the faculty at the TVMC expect their graduate students to give an earnest appearance on the days at the examination centre in the campus. The examinations centre at TVMC is a centrally air-conditioned château. So best of luck young ones.
